Legal Basis

  • Ministerial Regulation No. 81 of 2013 on the Establishment of Nonformal Educational Units.
  • Ministerial Regulation No. 69 of 2014 on Licensing Nonformal Education with Foreign Capital.
  • Circular Letter No. 26 of 2021 from the Secretary-General of the Ministry of Education, Culture, Research, and Technology regarding the Permission for the Establishment of Educational Units.

Type of License

For these activities, the OSS Agency issues only a Business Identification Number (NIB), according to the Circular Letter No. 26 of 2021.

The scope of services includes providing sports instruction to individual groups involved in activities such as camping or day schools. 

This does not include formal educational institutions like academic schools, colleges, or universities. 

Instruction can be conducted in various locations, including educational training facilities, through correspondence, television, internet, or other means.

Authorities Granting Licenses

  • Requirements: 

The OSS issues only the NIB. The Business Licensing Application must be submitted by business actors who meet the criteria established by the Ministry of Education, Culture, Research, and Technology according to legal provisions, and can be issued by the district head via the District Education Office through the DPMPTSP of the district/city; or by the Minister of Education, Culture, Research, and Technology (only for PT PMA).

  • Obligations: 

Entities must fulfill obligations set by the Ministry of Education, Culture, Research, and Technology according to legal provisions.
